Journal Article on Nanotechnology

I have a journal article in the Starfleet Medical Journal that could also be published in the Journal of Starfleet Corps of Engineers. Stem Cells and Nanotechnology in Spinal Injury Repair. Who would need to approve it for publication in the JSCE?

There is no real process I know of. I typically throw it in the forums for review four a week or so to be reviewed, but I know not everyone does.
