	COUNSELORS' NOTES SD 239204.24: Chief Counselor: Lieutenant Vance Sheridan, Starbase 118 Ops Addendum: On being asked how the last few days had been, Lieutenant Peters described his anxiety over the frequency of his transfers over the last few months. It seems he has had little time to settle down before moving on in each case. Recommend that he remain assigned to Starbase 118 for at least a period of six months to allow him to adopt a more normal routine and settle down. His description of his experiences aboard the USS Victory and USS Darwin indicate potential awkwardness in getting to know people. The lieutenant referred to a mission on the Darwin where he fell victim of an anomaly that prevented effective communication with the rest of the crew, and to a rejection aboard the USS Victory. Advised that he should make an effort to connect with his current crewmates and suggested Lieutenant (j.g.) Rix, a departmental colleague, as a good example. I am happy to declare Lieutenant (j.g.) Peters fit for duty.
