It can cause them to move slower, tire easier, and it can be a bit distracting in turn. They do wear it on duty, but it is always a much, much lighter, and very breathable material than maybe most starfleet officers wear to keep discomfort to a minimum. And off-duty they keep it equally light on the typical clothing if they wear it at all for whatever reason they might choose to.
