Talar came from a traditional Romulan family. At a young age he made his declaration to join what was then the Romulan Empire's Star Navy. Forgoing simple enlistment, he chose to make a career of it and joined the officer's academy. His career was relatively uneventful up until the Hobus incident, in which he lost most of his family. Post-Hobus, he was first officer of a ship tasked with Senator Vreeya to assist in moving refugees to safer colonies. In mid-2398 his ship, and another, were lost in the Briar Patch. The second ship was a total loss including his wife who was an officer serving aboard. The survivors of his ship were lead by him until the arrival of the USS Resolution, as an old favor to Senator Vreeya. After the rescue, he resigned his commission to help with the colony in which some of the survivors were relocated. In early 2400, he was asked by the Free State to return to overhead security in a new joint venture after an attack on the Romulan embassy on StarBase 118.
