Not entirely sure I agree with the change. I think what we might want to look at is a way for the CC to give special dispensation for necessary promotions.
Really, a LtCmdr. should only be commanding an installation for the briefest of times. If he or she is not prepared for the promotion to Commander, then someone else needs to take command. If he or she is ready for the promotion to Commander, I believe the CC should approve all promotions (with a dossier on the promotion, of course) until the LtCmdr. is actually promoted.
What I fear is allowing a LtCmdr. to have this power puts them in a position where there is no incentive for the CC/EC to push for promotion or replacement any time soon. We need to keep in mind that action needs to be the goal either way. Either the LtCmdr. is promoted and mentored by someone else other than their CO, or they are replaced by someone else as the CO. --Webmaster 23:15, 16 Nov 2004 (EST)
