-The very first record of them is from the USS Granville, a Starfleet science vessel assigned to explore the Shoals in 2184. They were originally observed from a distance and no contact was made at this time due to the viscous little 3 way war that was being fought on the planet, in its air and in the space around it.
-There was no further contact with them until after the Federation had established a couple colonies within the Shoals. One of their warships arrived and established an orbit around [[Meridian]]. The initial contact was peaceful and an effort was made by the Fevalen to establish formal relations. This was disrupted when two more of their warships arrived and opened fire on it. The colonists remained neutral and did not get involved. As a result no formal agreements have ever been established with the Fevalen.
