| Though Luraul globalized and became a global nation centuries ago, Luraul still can not govern itself, due to the messy unorganized government in provinces and caintones. The Valhenna, & Giventeh caintones are the most organized and are the two caintones that have been in talks with the Federation.

| Centuries ago during the war with the klingons, and the Romulan occupation, the Valhenna region was a mess, and had no government before the Romulans occupied Luraul. The Zalla penisula was all under one caintone untilt he romulans occupied Luraul. After the occupation Al-leyans had to rebuild the vestiges of their globalized society, though it has been built it is still in a mess were some provinces still are autonomous, and a global tax system is still yet to be put in place.
