His first mission on the Columbia proved to be a very difficult one. The Columbia was charged with transporting over 100 colonists and their colony pod to the planet of Pernipia Gamma IV but they encountered trouble while en route. After an intensive investigation Kelly charged the prospective leader of the colony, Robert Carson, with the deaths of two  colonists who had apparently uncovered his plot to illegally mine a rare mineral from the planet. This was only the start of the trouble, as Carson claimed then claimed he had diplomatic immunity and was later discovered to be an extremely well trained Section 31 operative as well as the brother of a highly placed Admiral. Tyler Kelly and the crew had only begun to address the issue when Carson's aide, Gerard, sabotaged critical systems and broke Carson out of the brig. The pair eventually raided the bridge and took Commander Livingston and the bridge crew hostage. Kelly, with the help of Ensign Heath Story and LtJG Adara Bentley, set up a diversion and raided the bridge. The hostages were freed, but Carson, Gerard and Chief Tactical Officer Vitor Silveira were beamed to a Cargo Hold due to a miscommunication with the Ops department. It was in the Cargo bay where Silveira, Kelly, Carson and Gerard had one last battle. During a heated melee, Silveira was stabbed, Gerard was rendered unconscious and Kelly received a thorough beating from Carson. In the end, Kelly had been nearly strangled to death by Carson when Silveira had summoned the last of his strength to toss him a phaser. Kelly fired the phaser into Carson's chest at point blank range, ending the man's reign of terror and his life.

With all of the threats resolved, the mission was completed successfully and the crew of the Columbia enjoyed a brief Shore Leave on Pernipia Gamma IV. During an Awards Ceremony, Tyler Kelly was promoted to Lieutenant Commander by Commander Ben Livingston and was given the position of Chief of Security in addition to several awards and commendations for his performance during the mission.
