The Meshweaver class vessel refers to what the Federation would consider a frigate class vessel. The older versions of this size vessel was armed with Tetryon arrays and Thermionic torpedoes. However over time this class has seen numerous upgrades and a complete redesign using the same size and shape. Now they use mostly direct fire weapons based on a modified phasor design. As before only about 1 in 3 of these vessels would be equipped with Tholian Web capabilities. The use of better more advanced power, shields and weapons systems have greatly increased these vessels military capabilities especially since it is one of the most highly maneuverable ships of this size class used by any known species.
