History
Their early history was one of constant wars. As a result it took a long time before any form of industrial revolution occurred on their world. In fact they almost wiped themselves out a few times. The last time this happened was the last time they fought a war among themselves. Ever since then they have had a single world government.
While the formation of a central government did have the beneficial result of ending planet wide armed conflicts there have still been numerous internal conflicts inside the borders of some of the various 17 regions. Fortunately these occurrences were generally on a much smaller scale than any of the previous border disputes. However even that slowly died out and they have had no such problem in over 300 years.
The Yelikands had a transport set for departure from Deep Space Nine in 2370, when Minister Jaro announced Kira's recall to Bajor.
Government
They have a single world government with a representative from each of the 17 regions. These representatives are always selected from the same ruling family in each region. These families are the decedents of the various warlords that controlled that region prior to the formation of a central world government.
Each representative is allowed to bring 2 bodyguards, 2 clerks, 2 servants and 2 administrative helpers. These individuals take care of all their needs. When the government is in session then only the clerks and administrative helpers may be in the council chamber.
This council has been set up on a large island that did not belong to any of the previous 17 regional governments. Only the councillors, their personnel staff and a small permanent staff of 50 soldiers, 50 clerks, 50 servants and 50 administrative helpers with their families are ever allowed on the island.
Only scheduled supply ships are allowed within visual range of the island.
Description
They are humanoids with pale lavender skin tones. They are on average about 5' tall with a wild mane of dark purple hair. For the most part males and females are very similar in height, weight and hair style. They have various shades of bright neon purple eyes. These eyes are all one color with no recognizable pupil.
Physiology
Their diet which is rich in certain chemicals is the cause of the lavender and deep dark purple colors in both their skin and hair tones. They must have these chemicals and when away from their home world will use substitute sources to remain healthy.
Other than this they have a normal complex physiology much like every other intelligent life form.
Psychology
For the most part they seem to be fairly stable mentally however a larger than average number of individuals who have reached old age do suffer from numerous cognitive problems. It is unknown at this time why this is.
Religion
They have a very strict religious foundation that is very rigid yet allows aliens to do as they please. Outsiders, aliens are not covered by their beliefs. This makes their beliefs unusual as they do not appear to interfere in any way with their social contact with alien species.
However they will not discuss these beliefs with outsiders. If asked they simple respond that they are the Chosen and aliens are not.
Mythology
These are a vital part of their religion and as a result they will not discuss these with outsiders. In fact they even go to great lengths to ensure that no aliens come in contact with any data regarding their beliefs and mythology.
Society
They have a class system with the ruling family at the top followed by a set of nobility, then an intellectual class, a merchant class followed by a worker class and an agricultural class. Whichever class you are born into is generally the class you will die in. There are a few exceptions but not many.
Culture
They still have a martial aspect to their culture even though they have long since stopped fighting among themselves. However they also have a very spiritual aspect as well.
Customs
They celebrate 5 sets of 4 religious holidays each year. If they are not on their own home world at this time they will either remain on their ship for the 4 days or arrange for private quarters where they will remain for 4 days.
Technology
They are noticeably behind the Federation in a number of areas.
Economy
They are self-sufficient but do trade luxury goods with a few other species.
Military
They have a small military with 15 ships. These large unusual craft are not warp capable and are used strictly for planetary defence. They are more like mobile weapons platforms than real ships. They have way more weapons, power and defences than would normally be found on a ship of this size.

First contact between this species and the Federation was in 2263 when one of their trading vessels visited Tivirin IV at the same time that the USS Broadsword was there.
