Due to the huge influx of refugees from the homeworld to other planets of the empire, someone unemployed and of a low caste found it difficult to subsist. So due to his years as a merchant ship crewman he got a job at a way station and trading post on Gemulon, named Broizar. Relatively close to Cardassian, Breen, Tzenkethi and Federation space, but at the same time far enough away to attract too much attention.
Because of the animosity that the Romulans cause in much of the galaxy Alidar posed as a Vulcan on the station under the name S'Wek.
After 4 years working on the station Broizar a Starfleet ship came to make contact with the Breen. Something very initial, but which approach to peace was worthwhile. The station was to be used as a neutral and relatively secret location.
The Starfleet delegation was led by Sobok a retired captain and his one time first officer Captain Rashur. The Breen were not even Breen, but a group of Cardassians who had obtained Breen equipment during the Dominion war and had some plan against the Federation delegation.
Broizar, a ferengi, owner of the station and for which it was named, knew all that but had received the convenient bribe, a contract is a contract. The "vulcan" S'Wek knew about the deception and decided to warn Sobok and Rashur. A romulan would never trust a breen, even if it was a fake one.
S'Wek, helped them set a trap, but getting so close to a Vulcan for so long was their mistake, Sobok discovered that he was not one of theirs. Still they went ahead with the plan. And it worked out well, there was no deal with any breen, but no cardassian was able to take advantage of the situation.
After solving the more immediate problem Sobok questioned S'Wek and S'Wek told him his story, fearing that the Vulcan might give him away if he did not. Sobok and his family seemed to be great supporters of Unification between vulcans and romulans. So she let him keep his deception and advised him on how to improve it. But in return he would share his secret with Rashur.
