The loud voices turn out to be a group of men dressed like old timey Terran Chicago Gangsters. They turn out to be Iotians who want control of the ship to return to their planet.
Several groups like that show up all over the ship, trying to take over. The one or other violent altercation results in injuries and damaged equipment. Through trickery of Engineering by once more disconnecting gravity and using the moment of surprise, the incidents around the ship are brought under control.
Meanwhile on the bridge Jalana, Kirk and co are surprised by the leader of the Iotian group and learns that the crew of the Enterprise has undergone some mind-alteration process to take on the lives of the Starfleet Officers. Through pushing and threatening the original personality of Kirk comes through and this is confirmed. While the reasons are unclear, Jalana convinces the man to sit down together and talk about what happened, and have the leader order his troops to stand down. The Constitution Crew returns to the Conny and tows the Enterprise out of the nebula to Starbase 104.
On Starbase 104 the Iotians are handed over to the Authorities who will deal with the rest. Meanwhile the Constitution diverts to Arentis for shore leave.
