Based on all available data they have no plans to change this policy. It is believed that all of the data and experimental work done with these kinds of technology are not even allowed on the planet surface. They seem to be restricted to the large moon in orbit of their world where all of the planetary defensive systems are designed, built, maintained and upgraded.
