History
The Nuvians evolved on a world that is a semi-tropical paradise. Food was plentiful and the oceans were for the most part calm with infrequent violent storms. They lived at peace with one another and have never had any recorded internal conflicts of any kind. As a result their technological development was slow, almost glacial slow as there was no great need for any changes to their way of life.
This changed in 2031 when an Orion freighter discovered their world. Their landing party was greeted with open arms and found the natives to be intelligent, friendly and hard working. Such a treasure could not be ignored and when the ship left they took numerous goods with them including 100 females.
This was the start of the very lucrative Nuvian slave trade which the Orions controlled with an iron fist. To ensure this control they built an orbital space station in 2074 and kept a number of marauder and raider class vessels here at all times to protect their property.
Shortly after the founding of the Federation this situation was brought to the attention of the newly formed Federation council and after some debate a vote was cast that narrowly passed. This resulted in a joint fleet of warships with the Andorian, Rigelian, Tellarite and Vulcan governments providing a couple ships each. This fleet went to Nuvia III and engaged in combat with the Orion defensive force.
While the battle was inconclusive it did result in the Orions being forced to retreat. Further negotiations were established and those Orions captured on the orbital space station were eventually freed and exchanged for captive Nuvians. In the end the Orions were forced to accept that Nuvia III was no longer under their control.
This process took about 4 years and during that time a few warships remained behind as well as a mixed crew that held the space station. There were a number of attacks by Orion ships during this time but all were beaten off. When the Orions finally relinquished all claims to this world the Federation recalled all of the ships.
Many Nuvians had been exposed to various types of Orion technology and many had been trained to operate various devices in order to increase their worth as slaves. Further exposure to the Federation forces protecting their world expanded their level of technological understanding.
When the Federation withdrew their forces the Nuvians had enough people with the basic skills needed to take over and maintain the space station. However they knew they could not defend themselves if the Orions or another power decided to return and attack them again.
They petitioned the Federation, requesting further protection and after more debate and another vote they were granted protected status. By 2189 they had been able to reach a level of development that allowed them to meet the requirements for admission into the Federation. They immediately started the process and in 2196 they were voted in with all the rights of Federation membership.
Government
It was only after the Federation freed them from the Orions that they realized they would need some form of unified government. Before that each community governed themselves.
They examined a number of different systems used by a variety of different species before they selected one for themselves. In the end they chose to divide their world up into 12 regions and to select 1 councilor with 12 assistants, advisors from each region to serve for a period of 12 years.
Description
The Nuvians are a race of humanoids with twelve fingers on each hand. They have a tanned Caucasian complexion and most have various shades of blonde or light colored brown hair. They have high foreheads with a series of noticeable cranial ridges starting just above the eyes. For the most part they seem to be tall, slim and for the most part athletic or at least fit.
Physiology
As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.
Psychology
The Nuvians as a species seem to be capable of handling stress very well, however they also seem to tend to prefer to avoid occupations that are high in stress as well. For the most part their mental health seems to be fairly good with fewer cases being reported that require medical treatment than most experts would have expected.
Religion
They have the belief that Manu, the Father and Aris, the Mother combined their essence to create the first people and all other living things on their world.
Manu is usually shown or represented as a water figure, Father of the Oceans with long hair, muscular body and stern features. Aris is usually shown or represented as a beautiful woman dressed all in exotic flowers with birds in her hair.
Mythology
They have a rich collection of tales and myths regarding Manu and Aris. Many of these involve them teaching the first people the skills and lessons needed for them to survive and to live in communities.
Society
They have almost no crime and their society is based on generations of mutual co-operation and assistance. If someone needs something then the community will band together to provide whatever it is they need.
All of their communities are designed to blend into their environment and to take advantage of the multitude of exotic plants that grow everywhere. Fountains and manmade waterfalls are everywhere adding to the spectacle that makes them so visually pleasing.
Enormous effort is taken to keep their planet and their communities clean. All of their waste management and water purification facilities are underground and constructed with the best available technology.
Medical treatment facilities and recreational areas are not only well equipped to handle most species requirements but designed with the same care and concern for appearance and visual beauty as everything else on their world.
Culture
While they are easily capable of enjoying and appreciating most forms of artistic expression they seem to lean towards music, especially those forms that have a calming and relaxing effect or style. The same can be said of their appreciation of various types of visual arts as well. They have imported numerous examples of these types of art forms from a wide range of sources and species.
Customs
Marriages are massive affairs that often incorporate the entire community. Everyone and anyone is welcome to attend and the party starts at dawn with the groom dressed in a short kilt of blue walking out of the ocean to greet his bride who is dressed in a gown of exotic flowers, leaves and vines.
This is followed by eating, drinking and dancing that often lasts from noon to the late, late hours of the night, sometimes not ending till dawn of the next day.
Technology
The Nuvians may not be the most technologically savvy species within the Federation when it comes to research and development, however they are easily capable of understanding and being trained in the use of what is considered the standard level of technology available to most Federation member worlds.
Economy
While nowhere near as dependent on tourism as Risa they are still considered one of the top 10 destinations for tourist vacations within their region of space. That being said they export a lot of seafood, exotic fruit and a few different types of brandy and wine made from their exotic fruits. Their main imports are technological devices and other off world products.
Thanks to their location and their willingness to trade in a fair manner they have managed to develop a number of long and short term trade partners as well as a fairly extensive market for their goods. This has enabled them to maintain a strong economy as well as a high standard of living.
Military
They have never had a military force of any kind and while they do have a small planetary police force it is more of an emergency response service dealing with medical emergencies, accidents, fires and tourist control than it is a military force.
Since joining the Federation there has not been that many of their species who have ever entered Starfleet and only 3 who joined the Marines. Strangely enough most of those have become councilors or medical injury rehabilitation experts.
Federation Intelligence Files
There were over two hundred registered Nuvian masseuses on Risa in the 2150s.
Zjod had a Nuvian concubine for sale in his slave shop.
In 2189 they were granted protected status and a Federation vessel was assigned to operate out of the space station in orbit of their home world. In 2196 they became full members of the Federation.
