Their plant life has begun to get sick and die off, without external changes. What is happening in the colony and can it be stopped before food supplies run low and livestock suffers?

Frontier Day - Phase 3 Stardate 240107.21 - Present Shore leave on the Constitution is in full swing, when they receive news from the Hermes outpost of pirate attacks alongside the Federation border. Amidst the call the connection fails after hearing an officer speak about attacks on a relay. The Constitution immediately recalls everyone and moves out to help, just to be faced with several foreign ships attacking the outpost and their orbital installations. Who are they and why are they attacking?
