The Ullian are a species of telepathic humanoids who seek to recover memories and protect them. With permission they will assist those who have lost theirs or record and save those deemed important.

History

Before the 21st century, the Ullians were a violent people. Telepathic memory invasion was a common occurrence. By the end of the 21st century, they became peaceful, and instances of memory invasion were virtually eliminated, although some members of Ullian society still practiced that form of rape.

By 2368, the Ullians had embarked upon an ambitious plan to construct a library of memories from species across the Federation and beyond. Several Ullians, including Tarmin and Jev, were trained in telepathic memory retrieval and used the ability to reconstruct and collect memories. It was hoped the memory library would be not unlike a repository of oral histories.

One group of Ullians visited eleven planets in eight star systems including Melina II, Nel III, and Hurada III. Kaldra IV was also a planned stop. Before the Ullian delegation arrived at Kaldra IV, Jev was found guilty of committing telepathic memory invasion against several members of the USS Enterprise-D crew, bringing a temporary interruption to the research.

Government

They have a council of 11 that is selected carefully from among the 1,100 best suited candidates for the position. This selection process is done by the 1,100 themselves in a series of debates and meetings that usually takes about 1 year. Members of the council serve on the council for 10 years. In the event that a member of the council dies the next qualified individual based on the outcome of the debates takes their place.

Description

This species of humanoids appear to be very similar to humans, although they do tend to be slightly shorter and lighter than that species. Also the development of their ears is unique. See physiology for a complete description of this organ.

Physiology

The Ullians are physically similar to humans. The sides of their skulls have a pronounced hairless bulge, most likely related to their telepathic centers. They are also characterized by lightly upswept eyebrows and a rough-textured membrane that covers the top of the ear and melds flush to the head.

Ullians are capable of telepathically reading most humanoid species, although other telepathic species such as the Betazoids have difficulty in reading Ullian minds.

Psychology

They tend to be fairly stable but the use of their special abilities can trigger a sociopathic need to go farther, deeper into someone’s memories than they are willing to let them. Even rigorous screening and training has failed to eliminate this unwanted side affect from taking control of individuals who use their abilities. Fortunately these instances are very rare.

Religion

They believe that they are the children of Ull. An unusual deity as he created his children (Ullians) to form a kind of defensive force for him to use against other deities. This never happened and they have long since moved ahead to where Ull is simply their creator.

Mythology

None on record. However a number of the older data files and preserved religious records contain data from their ancient history that talk about Ull, their deity as if he once walked and lived among them. These are now considered to be merely the ramblings of delusional individuals or as it is more likely incorrect translations of the original documents.

Society

They have a fairly stable society with only marginal differences between them as a people. There is no very rich and no very poor elements in their society. Everyone has a good life and opportunities to improve that life. However as a humanoid race of telepaths, they have a vested interest in learning the memories of other species, with the power to enhance and recover lost memories.

Culture

For the most part, the Ullians are a gentle, honest, and friendly people. They have a great passion for their work, but do not wish to coerce other species into participating if they are not willing.

As a result they are greatly interested in all forms of art, music and creative expression. So much so that it is no longer possible to tell what was uniquely their own unless you consult the historical data banks.

Customs

Couples share some of their memories during their courtship. This is then completed at their wedding when as part of the service they share all their memories with their partner.

Technology

Ullians have developed a modern advanced culture, even though their technology lags far behind modern standards.

Economy

They are fairly self sufficient but do have numerous trade deals and a healthy stable economy that has encouraged further out side development.

Military

None at this time. What little they did have has since been merged with the police force and transformed into a more advanced form of planetary security force which operates more like a global police unit.
