			I'd suggest these guys are restricted in terms of the Index. As members of the Federation they should be available and would presumably be accepted into Starfleet, but I gather they are quite few in number & there are some strong roleplay restrictions (being blind and highly telepathic for starters) so maybe only make them available to experienced players?
