Why does it matter that the child can field.
This has been something we've been discussing on the forums for a long long time now.
I think you might have to just live with this one. I don't really like that Rocar is negotiating from a disadvantage because the Federation had close ties to the former royal government. However, that was the established backstory so its something I have to run with.
