Wes and the Kionn met at Starfleet Academy on the beaches near San Fransico.  The two shared a passion for the ocean, Wes with sailing and Kionn with surfing, and the two became fast friends.  Seperated after graduation with seperate duty posts, the two have remained in loose contact.
