Valara Surrel was a decorated officer of the Freeworlds Security Bureau, the primary law enforcement organization of the Freeworlds Region of the Par'tha Expanse. During the period of Federation interest in the area (2380-2400s) she held the rank of Inspector.

Valara Surrel grew up living a normal life on the planet of Aelann, in the Freeworlds Region of the Par'tha Expanse. As normal as could be, since her childhood happened to coincide with the Valcarian occupation of the Expanse. After the Empire left the region, the United Federation of Planets appeared on scene. She was a low-level detective in 2383 when "The Atlantis Incident" occurred on Urlista Station, orbiting her homeworld. Commander Varaan and the USS Atlantis were blamed for the murder of Lord Horatio Sonaris, Aelann's governor. Consequently, she developed a rather negative opinion of Starfleet.
