Though formed 500 years ago due to attacks by the Viidian Sodality, the pact has slowly formed a stronger central government, partially as a way to better resist the raids into their space ,and partially due to Borg and Hirogen activity. As of 2374, the Pact has formed into a true federal state and is becoming a regional power, with it now accepting anyone who asks to be invited, although growth on that front is slow.
