During the Klingon Evasion of 2389, the USS Thunder was destroyed in a space battle over Duronis II. As a replacement, Fleet Captain Toni Turner chose an Akira Class with all the upgrades made to that year for the following reasons:

"Due to the nature of our off-planet missions, and the fact that the USS Thunder, NCC-070605, a Cheyenne Class vessel was destroyed during the conflict with the Klingons and the Scarlet Brotherhood I request that it be replaced by the USS Thunder, NCC-070605-A, an Akira Class vessel with room for a Marine CIC, and a flight deck for fighters. I feel our crew members needs the extra security of a more battle ready ship, and the Embassy will run smoother with a full compliment of Marines." - Fleet Captain Toni Turner
