Brekkians as Federation members?

According to StarTrek.com and documented by Memory Alpha, we're supposed to assume Delos IV is a different planet from Brekka, which would make sense because Dr. Crusher didn't know anything about the Brekkian and she would have if if were the same Delos IV where she had spent her internship in 2352. ♫ Rich (Capt.
