Explination

As you can see, I did some rewriting here. The first important change was the moving of the "reserved powers" from the EC article (as in the old CON) to this article, where I felt it was more appropriate.

I also added a section which allows Commanders to vote on certain topics. I realize completely what our intentions are behind allowing Cmdrs/FOs on the CC list, but I also feel that it's important for them to have some say in the matters of the CC. As it stands here, (if I wrote it correctly), Cmdrs/FOs could vote on promotions, additions of new species/planets/other IC stuff. Another benefit is that it allows us to create committees to vote on new species (and the like) which can include Commanders.
