In the unlikely event of us ever passing to FCA and Flt.Adm.Wolf being unable to take command, would a retired Admiral be in the chain? In other words, were this to happen tomorrow would FCA pass to retired Vice-Admiral Hollis or to active Rear-Admiral Anassasi?

This is mostly Ok.

I thought the three of 5 bit in section two makes sense.

The question is should we pass to FCA if the CC is fully active and the EC cant muster its 3 of 5?

We may want to change:

If at least 61% of the Captain's Council is not actively available to vote on decisions then the reserve Federation Command Authority may exercise such extraordinary emergency powers as may be necessary to preserve the Federation and transact its business.
