Adjudication complaints are resolved at the provincial level with each province having a Supreme Arbitar, 1-4 appeals court, and 1-15 local courts. Cases at the local courts are decided on their merits by a sole arbitar.  An appeal is automatic with a conviction and is heard by a 3 member appeals court.  The appeal court ruling must be unanimous. In cases where there could not be a consensus the it is given to the Supreme Arbitar who will make a decision based on transcripts and with out hearings .  All decisions by the Supreme arbrater are sent to the Coi for validation.  Although rare, the Coi may overturn the decision of the Supreme arbitar.  There are no civil courts on Kerelia.
