History

They developed on a planet with many scattered islands, most of them on the small size with only a few large ones. The largest island is approximately 853 miles long by 672 miles wide. This is where intelligent life first developed and that development was a slow gradual process. Life was easy, food was plentiful and the environment co-operated to make things pleasant and comfortable.

Slowly they spread, establishing communities on other islands but there was no great need for much in the way of advanced technology. They learned to build wooden homes, dugout canoes and primitive boats and they had been at this level of development for close to 1,000 years when a ship from space appeared and landed on one of the larger islands.

This island had just under 20,000 people on it and they welcomed the strangers from the stars. As it turns out these were colonists. Humans from the planet Earth who had ventured out among the stars as part of the first wave of their species seeking to establish new colonies on new worlds.

Of the 2,000 colonists frozen in cryogenic sleep only 79 failed to awaken. The rest were able to live peacefully with the natives. Their presence sparked a flood of new ideas, new inventions and progress. One of the first things created were large ocean going sailing ships capable of safely traveling extreme distances with large cargos.

In less than 100 years the humans had spread out all across this world and had intermarried with the native population to the point that there were no pure blood humans left. This was not the only change, technologically they had taken a massive leap forward as a species, achieving close to 1,000 years of technical advancement during those 100 years.

Over the next 100 years the human presence was completely absorbed into the genetic makeup of the native Rawanna’s as was their new interest in technology, science, biology and any other new forms of knowledge. In fact by the time the USS Huguenot made contact with them in ??? they had settled the beginnings of a colony on Rawanna II and had primitive space craft capable of travelling throughout their entire system.

Since then they have continued to grow, develop and expand with in their own system. They now have underwater cities, space stations and mining facilities off world.

Up until the start of the Dominion War they had never really feared invasion nor attack by other species. They were nowhere near any strategic locations, off the main merchant lanes and did not have a lot of surplus raw materials. However with the ever expanding sphere of the war getting closer and closer a panic gripped the population. Something needed to be done. This resulted in the creation of the Rawanna III Laboratory Constructs program.

Since the end of the Dominion War they have continued to grow, expand and develop as a peaceful species.

Government

They have long had a unified planetary government. One with a single individual selected from each of the 15 largest islands on the planet. These Elders form a planetary council and serve for life.

Description

As a species they resemble humans but with black hair, dark eyes and tanned complexions. For the most part they are slim, athletic and fit with a wide variety in height and body shape. Occasionally blonde and red hair crops up as well as black skin tones. These are a result of the genetic quirks resulting from mixing human DNA with theirs.

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.

Almost 80% of their total population has some human DNA as a result of the interspecies marriages that resulted after their arrival. Remarkably this has not resulted in any noticeable long term genetic changes in them as a species.

Psychology

For the most part they have a very laid back, relaxed mentality with stress being an almost unknown factor in their daily lives. In fact aggression and acts of violence are almost unheard of among them and seems to be more a result of genetics than environmental factors.

Most of this may be due to their way of life and the easy nature of survival on their world. Regardless they seem to suffer from only minor and infrequent occurrences of mental instability. So much so that there is only 1 facility on the entire planet dedicated to the treatment and care of these individuals.

Religion

While the human colonists who came to this world brought with them their own beliefs these have long since been replaced by the Rawanna belief in Pau Nau, the spirit of the world and Nou-ia the spirit of the waters his wife.

Shrines to them are always outdoors somewhere on land near the water’s edge. They consist of a statue of a man made of wood on land facing a statue of a woman made of stone in the water that faces the man.

Mythology

They have many tales and stories about how Pau Nau met, fell in love and married Nou-ia. From their union came the world and everything in it.

Society

They have a very relaxed, laid back, tranquil society with virtually no crime, no poverty and everyone being able to learn, advance and be looked after by the community as a whole. No one has to work too hard, their world is almost a paradise and stress is an unknown concept.

Culture

They have a great love of their world and the natural beauty of nature. As a result every home, business and structure is made of synthetic materials made to appear like wood and other natural elements. They also have gardens, ponds, waterfalls and flowering plants everywhere.

Music and dance are an important part of their way of life. Any excuse for people to gather can and is used, resulting in them dancing and singing for hours. Many of the dances have historic and symbolic meaning and others tell a story.

Customs

The duality of their world has resulted in the beaches being important to them in many ways. All marriages, celebrations, births and deaths are reasons for them to gather on a beach. In the case of births all newborns are carried from the water by the mother and father and presented to the family and friends. With a death the body is carried from the land down and into the water and out past the surf where it is released.

Technology

Currently they are about equal to the least advanced Federation member world and not much concerned at this time with getting ahead. They are content to drift, updating some technology and ignoring most other forms as they have no interest in them. As a result they are a peculiar example of radical differences with thousands of water ships being wind powered, people walking instead of using a machine when possible and yet having up to date, highly advanced medical facilities, underwater cities and automated deep underground mining.

Economy

They could easily be completely self-sufficient and for the most part are. What they do trade is exotic plants, animals, fruit, medicine and seafood. As a result they supply seafood to over 30 different species and in return import exotic types of cloth, fruit, wines, medical equipment and flowering plants.

Military

They have no military but do have a planetary protection force which acts more like a kind of emergency response and environmental protection force. They fight fires, clean up after accidents, treat and transport any injured individuals and handle any problems assigned to them with high tech equipment, well trained individuals and quick responses.

Federation Intelligence Files

They were first encountered by the USS Huguenot in ??? and have since been on friendly terms with the Federation.

This is an original Starbase 118 species created to fill in the backstory of the super soldier program they created called the Rawanna III Laboratory Constructs program. This program resulted in the creation of Mailea Labria who was a member of the fleet.
