Although Lojah was born on Bajor, the Occupation was coming to an end. Her father, a Gul with Cardassian Central Command, took her with him to Cardassia Prime when she was only two months old. Lo grew up in the Cardassian Union knowing only her father as family.
Lo never knew much about her mother, other than she was a Bajoran and still on Bajor, and was completely ignorant about the existence of her sister, Sinda Essen.

By the time the Dominion War began, Gul Oded had moved to a position at the Kelvas repair yards and the pair lived on Kelvas Prime, thankfully avoiding the massacre on the Cardassian homeworld at the end of the war.
With the Cardassian Union in ruins, life became very different. Anyone associated with the military was treated with distrust, although Lojah was relieved to have the suspicion pointed elsewhere for a change. Her father was a shell of his former self - a staunch defender of the Cardassian leadership, he had been strongly in favour of the alliance with the Dominion and the treachery of the final days of the war, left him broken.

Lojah found she had to fend for herself as she grew through her teen years in a civilisation that was trying to piece itself back together. Lo took the opportunity of the relative chaos to look for answers to questions she had always held - who was she?
Information in post-war Cardassia was harder to find, but less protected, and Lo proved to have a knack for following clues. And so she found out about the death of her mother on Bajor and the existence of her sister, an officer in Starfleet. Lies she had grown up with were unravelled and when she confronted her father, he simply became even more withdrawn.
After months of consideration, Lojah made a decision. She needed to leave her father and the Union, and seek refuge in the Federation with her sister. But she also knew he would not simply let her leave. Using a sizeable chunk of her father's remaining wealth, Lo established a contract with a Ferengi information broker called Joro in order to get a message to Essen. It was a huge gamble - to ask someone she had never met to smuggle her out of Cardassian space and into the Federation.
With a nervous heart, Lo travelled to the rendezvous point and waited...
Sinda Essen arrived, in a shuttle she'd stolen from Joro himself, along with an Andorian and a Vulcan. The journey to the USS Constitution-B was a haze for Lojah, overwhelmed with emotions. A few short weeks later she was on Southend Station living with her older sister. Essen had quit Starfleet as a result of the 'rescue' and Lojah felt regretfulfor that. But they were together, finally, and that was the most important thing.
And so it continued for several years until Solaris MacLaren, Essen's old lover and crewmate from the Conny, tracked them down. The meeting reignited Lojah's regret - as well as something else. Lo felt obligated to the Federation for accepting her in, and to Starfleet for it's part, however unintentional that may have been. Lo tried to convince Essen to return to Starfleet and the two had more than a few arguments. Lojah suggested an alternative, that she join Starfleet instead. Essen flat out refused and a wedge formed between the two sisters.
Lojah ignored Essen's wishes - she felt that she had a debt to repay and the best place to do that would be in Starfleet. Hoping that if she left, Essen would follow, Lojah enlisted to Starfleet and was assigned to the USS Gorkon.
