*During the briefing, Leland argues for caution as the possibilty exists that Tholians may be involved in the dissapearance. Nugra is receptive to his comments while Lt.Cmndr Sharpe is critical.

Leland's relationship with Jon Cumar stretches back to the age of six, when they met each other after Leland had been relocated to Brooklyn, NY to live with his Aunt and her family. Initially, Leland saw Jonathan as an annoyance, but gradually came to see him as a trusted confidant after having self-alienated himself from other children his age. Cumar's tenacity and positivity offset Leland's natural pessimism and tendency to dwell on the worst.

The two became fast friends and Leland constantly encouraged Jon to join the Academy, hoping that he could carry his one true friend into what he perceived as his destiny in Starfleet. To that end, he studied with Jon non-stop and fostered Jon's natural talent for geography and navigation (Leland himself getting constantly lost). For his part, Leland was aware of the nature of their relationship and sadly, took advantage of it as he was growing up. With few friends to call his own, Leland relied (with ever increasing regularity) on his more exuberant and physically adept friend to defend him in the court of popular opinion.

One of the first people Leland met aboard the Victory, he was struck by the young Ensigns plight after having watched him being dressed down by a superior officer. Leland has a soft spot for those he sees as being outcasts and (in his mind) Peters fit the bill. He later struck up a tentative camaraderie at the promotions ceremony on Duronis. Will Peters ever accept his dinner invitation? Only time will tell...

here... “officious”... “pedantic”... Well you get my drift.

William
Strake is Leland's liaison with the Diplomatic Corps in the Tempest Sector. His offices are located in Outpost Echo. Strake recently informed Bishop that his posting to the Victory was seen as something of a test of his ability to "work well with others" (inter-personal relation not being one of Leland's strong suits). An incompetent officer by his own admission, Strake spends more time making shady deals for contraband and berating his underlings than furthering UFP Diplomatic goals in his out of the way little corner of space.

Poo'gh
Petty Officer Second Class Endilev is the great-granddaughter of the Andorian Ambassador Sheras Endilev (Often cited as the instrumental figure in bringing the Andorian Empire into the Federation). Attempting to live up to her families prestigious name, Poo'gh enlisted in Starfleet, first serving in the Science Dept. of the USS Ariel and then getting her chance to join the Diplomatic Corps a little under a year ago. Unfortunately, her dreams quickly turned to nightmares as she was placed aboard Outpost Echo to serve under William Strake. Strake recently transferred her to The Victory under Leland's command. She's cautiously optimistic that anything must be better than serving under her old supervisor.
