The Kelvan are a species of non-humanoids from the Andromeda Galaxy who sent an exploration team to assess the possibility of conquering our galaxy and re-establishing their empire here as their Empire was doomed.

History

Centuries ago, the Kelvans became aware of dangerously rising radiation levels in their home galaxy, a crisis expected to make their galaxy uninhabitable by their species within 10,000 years. The Kelvan Empire dispatched a wave of swift, multi-generational starships to the neighboring galaxies. The explorer crews (and their descendants) were ordered to search for new territories and to report on their suitability for conquest and occupation.

One Kelvan starship left Andromeda sometime in the 1960s, and reached the Milky Way Galaxy in 2268. The Kelvans were not prepared for the galactic barrier that surrounded their destination, and their ship was destroyed in the crossing. Rojan and four others made it by life-craft to a safe, class M planet but found existence in the great outdoors unnerving. The Kelvans adopted the humanoid forms common to our galaxy, which would likely be more compatible with potential transportation than their Andromedan forms.

With a false distress call, Rojan lured and quickly captured Captain James T. Kirk and the USS Enterprise. Rojan's crew modified the Enterprise with Kelvan technology, permitting the starship to penetrate the galactic barrier, and began the long return voyage to Kelva.

Once the Barrier was successfully breached, Kirk and his senior officers began a systematic subversion of the Kelvans' mission by exploiting their weaknesses: their social naiveté and inexperience with the new sensations offered by their new humanoid bodies. Kirk convinced Rojan that his new life as a humanoid could be experienced to the fullest on a world in the Federation, and a robotic envoy to Andromeda could fulfill his mission by delivering a peace proposal.

As a result of this the USS Enterprise returned to the Milky Way galaxy and Rojan and his crew were settled on a planet selected for them by the Federation council. Commander Rojan (the highest representative of the Empire in the Milky Way) signed a treaty with the Federation President, which he sent back to the Empire.

Government

As the highest ranking representative of the Empire and the Kelvan High Command in the Milky Way, Rojan was the accepted leader of his people. With his passing in 2301 his replacement, selected and trained by him was one of his own children.

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.

Psychology

Their complex minds possessed sufficient discipline to operate each of their hundred tentacle-like limbs independently, but their superior intellectual capacity developed at the cost of more distracting emotions and sensory perceptions.

Kelvans believed in their innate superiority, and deemed it the fate of lesser species to be conquered and ruled. Ruthless but practical, their goals were expressed in plain, civil terms lacking any indication of blood-thirst. As long as the obedience demanded by the Kelvan code of honor was upheld, their conquered subjects were treated with appropriate respect and given some bounded latitude.

Technology

The Kelvans technological knowledge after the launch of their multi-generation starships is unknown, but the technology possessed by Rojan's team in 2268 when they made contact with the Enterprise was far beyond the Federation's abilities of that period.

Body shells

Kelvan science allowed their explorers to abandon their native physical forms in favor of new bodies more appropriate to local environments. Rojan described the transference process as "encasing" themselves in "humanoid shells". The process was complete enough to pass naked-eye observation, as well as fundamentally shifting Kelvan personalities toward a humanoid perspective as they experienced life with radically different physical senses.

Field projection

Kelvans carried a device (worn on belts around their waist in their humanoid form) that served as a weapon, defense, and instrument of obedience. With a touch, a Kelvan could immobilize multiple targets with a neural field that selectively neutralized nerve impulses to their voluntary muscles.

With similar ease, the devices were capable of a far more drastic change to a target. The device could instantly "distill" a lifeform, suspending animation and encoding the essence of the target's physical form and personality into a compact and lightweight (the size of a Human fist) dehydrated porous cuboctahedron solid, composed of the target's base minerals. The person could be reconstituted from their solid state at any time, as long as the solid remained intact.

The individual devices worn by a team of Kelvans functioned in tandem with a central field projector of extensive range. Three Kelvans with belt devices boarded and easily captured the Enterprise in orbit, while their central projector radiated from the planet surface. The projector was shielded by a metallic substance, similar to diburnium, but considerably more dense and impervious to phaser fire.

Intergalactic spaceflight

Kelvan multi-generational starships were capable of sustained operations and life support across multiple millions of light years, through the voids between galaxies that offered no chance of respite at friendly starbases or planets. Their faster-than-light propulsion systems permitted the crossing in a reasonable time, spanning only a few Kelvan generations, while a Constitution-class starship running at maximum warp would take thousands of years to complete the journey.

They were also capable of trespassing the great barrier, although they've lost their ship due to the fact that they didn't know about its existence when they crossed it in the first place.

Their engineering skills allowed them to quickly modify comparatively primitive and alien technologies, making them perform on par with their own. Kelvan upgrades to the USS Enterprise permitted the ship to pass through the negative energy of the galactic barrier unharmed, and was expected to arrive in Kelvan space only three hundred years after departure.

Kelvan life craft

The Kelvan life craft was a type of escape pod used by the Kelvan people on their multi-generational starships.

In 2268, the Kelvan leader Rojan, along with four other crewmembers, escaped their multi-generational ship in this type of craft when it was destroyed trying to cross the galactic barrier into the Milky Way Galaxy.

It is unknown what form of military they may have developed over the years but it is believed that their advanced technology would still give them a noticeable advantage in any hostile encounter.

As a result there are a number of warning beacons placed outside of their system by the Federation that receive routine maintenance and ensure that anyone wandering anywhere near their system has ample warning to remain outside of the system.

Federation Intelligence Files

The Kelvans were a highly intelligent non-humanoid species, native to the planet Kelva in the Andromeda Galaxy. They ruled the Kelvan Empire with an iron fist. Only a small number are known to have reached the Milky Way Galaxy.

In 2374, a frustrated Lieutenant Commander Worf told Jadzia Dax that he had once fought Kelvans twice his size, yet he was unable to put young Kirayoshi O'Brien to sleep.

The following year, Ezri Dax recalled that conversation between Worf and Jadzia when she visited his quarters, after learning of his possible death, following the destruction of his ship, the IKS Koraga, near the Badlands.

In 2375, the USS Monitor was thrown out of the Milky Way galaxy during a transwarp test, it found itself 350,000 light years outside the galactic halo and directly between the two galaxies. The Monitor discovered the remains of one of the expeditionary probes which had been pulverized - no debris remained larger than the size of the average human fist. Captain John Lewinski was determined to use another probe to cannibalize the advanced warp technology to replace the failed Borg transwarp coil that was used in the ship.

In 2378, the USS Monitor discovered a second probe, however, at the same time, it also discovered the Totality on approach to the galaxy. Abandoning the plans to use the second probe to return to the Galaxy, the Monitor used technology from the probe and its own power systems to send a hyper-subspace signal to Starfleet Command, warning them of the incoming arrival of the Totality. The resulting message destroyed the second probe.

Kelvan Expeditionary Return Probe

The Kelvan Expeditionary Return Probes were a trio of probes built and launched in the 23rd century with the purpose of crossing the Galactic Void between the Milky Way and Andromeda galaxies. The probes were sent by the Federation to convey a message to the Kelvan Empire offering worlds suitable for Kelvan colonization.

The probes were large and bulky in shape, powered by conventional matter and antimatter reserves, the probes operated reverse engineered Kelvan warp drive designs and had an approximate mass and size to a 23rd century Constitution-class starship. Despite their advanced engines, the probes were not expected to reach the Andromeda Galaxy for 200 years.

Kelvan Empire

The Kelvan Empire was a significant power in the Andromeda Galaxy, including the Kelvan homeworld and acquired territories. The Kelvan ethos called for expansion through the conquest and control of "inferior" species, rather than traditional colonization.

Kelvans predicted rising radiation levels in Andromeda would render their galaxy uninhabitable to their species within ten millennia. In the mid-1960s, the Kelvan Empire dispatched multi-generational starships to their neighboring galaxies, searching for new territories suitable for conquest and occupation. A Kelvan expedition arrived in the Milky Way Galaxy in 2268.

The military power and influence of the Kelvan Empire, in relation to other Andromedan civilizations, is unclear. Kelvans encountered by the USS Enterprise possessed highly advanced technology, and did not regard the Federation as a significant impediment to conquest.

Also in 2268, Commander Rojan (the highest representative of the Empire in the Milky Way) signed a treaty with the Federation President, which he sent back to the Empire.

Kelvan High Command

The Kelvan High Command was the ruling body of the Kelvan Armada, the Kelvan military force in the Andromeda Galaxy.

Some time prior to the 23rd century, High Command learned that Andromeda would become lifeless in 10,000 years and it was decided that the Kelvan Empire would need to expand into the Milky Way Galaxy in order to ensure their continued survival. Before sending a significant force, the High Command ordered Commander Rojan and a small team to cross over to the Milky Way Galaxy and report on the situation there, as well as beginning the conquest.

Rojan and his team arrived in the 2260s and made contact with Captain James T. Kirk and the crew of the Federation starship USS Enterprise. After an attempt to return the Enterprise to Andromeda, Rojan and his team began to experience emotions and accepted an offer of aid for their people by the Federation, and accepted resettlement on an uninhabited planet.

After settling on a planet, Rojan dispatched robot probes to Andromeda reporting on all the progress they had made and the offer of assistance that the Federation had made. However, after receiving the initial probe, the High Command ordered that all subsequent robot probes be immediately destroyed. Prefect Tamar proved particularly dilligent in destroying the probes and was "rewarded" with the mission to travel to the Milky Way galaxy to punish Rojan for his traitorous crimes to the Empire.

Kelvan code of honor

The Kelvans encountered by the USS Enterprise claimed to live by a code of honor. According to Rojan, it was harsh and demanding, calling much from both the Kelvans and those they had conquered.
