Joe Flood is a civilian liaison for the Starfleet Corps of Engineers, a position he achieved by virtue and grace of possessing the unique ship Ineffable, which the Corps uses sometimes as a traveling think tank. Most recently, he had accepted a semi-permanent place aboard the USS Drake, assisting the Corps contingent there.

History

Joe Flood is the son of JM and Lucy, a pair of traveling entertainers and the former owners of the Ineffable. When his parents decided to stay with the rest of their troupe planetside, they offered the ship to Joe and his sister Tess. Tess declined; she was a planetbound poet, and didn't much like the idea of gallivanting between waystations. Joe, on the other hand, accepted quickly and began to roam the quadrant, specializing in the transport of odd commodities and even odder folks.

As a civilian liaison aboard the USS Drake, Joe is somewhat restricted in his availabilities, though you wouldn't know it from him.
