Since the refit of 2385, the Intrepid class starship only received a boost to her weapons, replacing the five photon torpedoes tubes with five burst fire quantum torpedoes. Such vessels included the USS Vigilant. Though this gave the class an edge in exploration and missions in the last part of the 2380s, it was only temporary.

At the start of the next decade, the Starfleet Corps of Engineers proposed a more comprehensive retrofit where the Intrepid class would receive upgrades to the rest of her systems instead of weapons, catching her up to the power curve of the present fleet. The proposal also played into the idea that Starfleet could improve the fleet without designing and spending resources on brand new ships.

Focusing on improving hull strength, adding the quantum slipstream drive, and taking new technologies from the modern Horizon and Vesta class starships, the Intrepid Mk. III or 2392 Refit brought the aging Intrepid up to modern specifications as an explorer, and the first starship to undergo the transformation, USS Victory, was relaunched later that year.
