==Childhood==
Rocar was born on Ktaria VII on stardate 234508.13. Like all Ktarian children he developed quickly at a rate of over 5cm in 3 weeks. Possibly explaining his final towering height of 7' 1"


Ktaria was politically Neutral with regards to the Federation and other Alpha Quadrant powers. During this time Rocar learnt the skills of the galaxywide famous Ktarian cuisine including the exquisite Ktaria chocolate puff which contains at least 17 varieties of chocolate. Rocar also learnt of Ktarian culture and it was during this time that he developed his love for music after attending numerous Ktarian music festivals. He also became quite a good skier on the glacial planet.


At the age of 13 (2358) Rocar left his home world with his parents after Drawoh Trebla (Rocar's Father,) was made ambassador to the Cardassia.


Despite various successful negotiations, by early 2360 Rocar's father sought retirement from the complicated life of 'negotiating' with Cardassians, claiming he was appalled at the number of atrocities he had seen authorised by the Cardassian Central Government. The Ktarian government were reluctant to accept the retirement. Instead they reassigned him to their embassy on Vulcan.

==Teenage Years==

Now aged 15 it was here where Rocar matured and developped his traits. From Vulcan mentors and teachers he learnt in detail about the technologies and sciences of the federation which he would memorise with great enthusiasm. Surrounded by Vulcan children Rocar made a point of not wanting to be 'as miserable in life as a Vulcan is' and he vowed to always smile whatever the situation.

Despite developing his good humour, large grins and a loud laugh; Rocar also learnt from his Vulcan teachers how to hide and control his emotions, however to their 'annoyance' he would only employ these skills when it suited him (usually to hide his fears or mischief from those around him.)


Attending Vulcan schools with Vulcan children, Rocar learnt a lot of his patience that would latter make him a diplomat like his father. He also learnt the technical skills and high educational levels that would allow him to become one of the few off-worlders to study medical science at the Vulcan Science Academy once he turned 18.

Rocar spent over 6 years on Vulcan and the behavioural traits, skills, technological knowledge and big grins which he developed during this time have clearly stuck with him for the rest of his life. Whilst on Vulcan, Rocar followed the path of many Ktarians and became a good rock climber, causing a fuss at the age of 17 by climbing to the top of the sacred Mount Seleyer. A difficult adolescent, Rocar had set out into the desert to annoy his parents. Seeing the great forbidden mountain the young climber decided to get to the top, rebelling against all authority. Once there the 17 year old had spied on the Vulcan priestesses and was quickly caught. Unamused by this incursion, the authorities only relented when the High Priestesses from the top of Mount Seleyer intervened on the young Ktarians behalf.
 
In 2363 Aged 18, Rocar chooses to follow his mother's career path and enrolls at the Vulcan Science Academy to study medicine for the next five years. His tutor was Prof. Solvak. Although his knowledge of modern science and technologies is more than acceptable he feels his "enjoy-life attitude" separates him from the Vulcans and quits any further studies after he graduated with his MB BS in 2367.
 
In 2367, Some Survivors of Wolf 359 are sent to the Starfleet medical hospital on vulcan where newly graduated Doctor Rocar watched his mother at work saving lives. It is here he decides to become a doctor but it is also here that he develops a "secret" feared dislike of certain technologies including transporters but especially anything related with the Borg. Rocar has rarely slept since 2367 having become a total insomniac -something he tries to view as being an advantage rather than a disadvantage. His mother (Dr.Uocap Seluj) was at first concerned by her sons insomnia but eventually decided there was nothing she could do to treat it and took comfort that the only time she ever saw him sleep was whenever he caught an illness. Helping the injured Starfleet Officers made Rocar feel a duty to join Starfleet, but he would not follow the calling for some time.
 
In 2368 A Ktarian game distributed on Risa had the neurological effect of rendering the player a tool of the Ktarian government. With this they planned a takeover of the Federation and other galactic powers. This led to their censure and embargo by the Federation. While Ktarian biotechnology was prized on the black market, the exotic technologies were banned as a sanction for their plot.
 
So in 2368 Rocar's father was brought out of his "backwater embassy" and sent to Earth as Ktarian Ambassador to the United Federation of Planets -regarded as the only man who stood a chance of negotiating the federations' Forgiveness. Resigning from his junior post at a hospital on Vulcan, Rocar joined his Father and worked as a junior diplomat for the Ktarians.
 
 
In 2371 Rocar's parents divorce and his mother, brother and sister to Ktaria VII. But Rocar is more used to the exotic climates of Vulcan than he is to the glacial environment of his birth planet and remains on Earth with his Father. He continues in his roll as a Diplomat for Ktaria VII, helping his Father (Ambassador Trebla,) to negotiate Ktarian entry into the Federation latter that year.
 
 
==Towards Starfleet Academy==
In 2372 his father returns to his former post on Vulcan (having achieved most of his goals.)
 
His task as a diplomat complete, Rocar now joins Star Fleet Academy and in part leaves diplomacy to return to medicine. In essence he took a step towards travelling between the worlds of the races he came to love during his father posting on Earth.
 
 
 
==Starfleet Academy==
Rocar was at the Academy from 2372 till 2376 -extended length of study due to the Dominion Wars.
 
Whilst Studying to become a Starfleet officer he completed PhD studies at Starfleet medical in the field of interspecies breeding. (Sometimes it's good being an insomniac -gives you more time to study!). Preferring emergency field medicine to research Rocar undertook his PhD topic based on the theory that opposites attract and so he should do everything to help them. In addition to his research; Rocar lectured in Xenobiology to undergraduate students at Starfleet medical. Here he met Celestra -a young Klingon Rizan hybrid who was about to drop her studies due to her lack of anger control. Spotting her potential as the best student; Rocar managed to convince her to stay. Many years latter the young woman had graduated as a Starfleet officer and as a doctor who came to serve on the ship where Rocar was now First Officer.

===2373 - 2375===
As a Cadet, Rocar experienced the Dominion war. Short of officers, the cadets were drafted into active service well before graduation and Rocar saw lots of action as a Field Medic throughout the main combat areas.
 
Cadet Rocar served constantly on the Frontlines. Rarely assigned to a starship, Rocar instead saw action treating injured soldiers, officers and maries in the Archanis sector, (2373); the Battle of Torros III (2373) ; the First Battle of Chin'toka (2374) the Battle of Ricktor Prime (2374) the Battle of Betazed (2374) and the Battle of Cardassia (2375)
 
Rocar's history's cloudiest point came in 2374. Following the battle of Ricktor Prime, Rocar and his battle group boarded a Hopper (shuttle designed to transport fifty troops,) and fell back to Betazed. However, Rocar and fellow medic Jan T'Yai were dropped off enroute at a Federation Penal Colony. Whilst the battle group continued to Betazed, Rocar and T'Yai joined Rocar's former medical tutor Profesor Solvak and a number of other doctors to work on a high priority research project. Taking Betazoid criminals and other telepaths in the penal colony, the research team thought they could increase the telepath's abilities and turn them into weapons against the Dominion.
 
Rocar went along with the project begrudingly, he was after all only a junior doctor on the team. Usually his sense of moral ethics would have prevented him taking part -but in the two previous years a number of Rocar's classmates had been killed and Rocar was ready to try anything to help put a war and prevent anymore of his friends dying in battle. The experiement went wrong and many test victims died, Rocar in the end turning against the other doctors managed to find a way to save a handful of the telepaths including Cyrus Webb who would later join Starfleet and become Rocar's own Chief Engineer.
 
 
Before joining Starbase 118 as a Medical Officer, Rocar spent two years as an Ensign with Starfleet diplomatic corps. His reasons were that he felt the need to make amends for his actions as a frontline medic in the Dominion wars and saw the diplomatic corps as a place he could help bring about peace. He also felt unready to face regular dutes after horendous atrocities and fight that he had experienced as a Cadet. Negotiating Peace treaties was his way of making up for what he and his firends had done.
 
It would take two years before Rocar agreed to go back to science & medicine and help make-up the fleets numbers of mainstream active officers. Even in that capacity he would continue to encourage tolerance and peaceful solutions over confrontation and as a medical officer would clash with command staff many times over their decisions to enter conflicts.
 
 
==the year 2379==
Having served as an Ensign for two years in the Diplomatic Corps, Rocar overcomes the aprehension he picked up after his experiences as a field medical officer in the Dominion Wars. He feels it is time for a change and more active duty. He therefore returns to Starfleet Medical and In 2379 Rocar is posted to Starbase 118 as Assistant Medical Officer to Dr Yavanna. He arrived on the base in the middle of a Naeveus epidemic, which he and the other medical staff eventually managed to cure.
 
Once life had returned to normal on the Starbase, Rocar was part of a small team that boarded a Ferengi vessel and discovered that it was part of their prototype fleet -all equipped with cloaking device.
 
After a nerve racking moment when everyone thought the Ferengi ship was set to self destruct, Rocar took the helm of the vessel and once disaster had been averted returned the ship to Starbase 118 where the cloaking device was removed and transferred to the Starbase for safe keeping.
 
Times are rarely quiet on the Starbase and shortly after being promoted to Lt. Jg. Rocar was forced to receive his first combat experience during a terrorist attack on his new home which nearly made him resign from Starfleet. Latter that year Rocar became romantically involved with the Starbase's counsellor, Gwen Hilzarie. Although Rocar had thought he could never fall in love again, the beautiful Betazoid woman managed to prove him wrong. Rocar continued to live a very happy life on the Starbase where he now feels fully at home and amongst friends.
 
Towards the end of 2379 Rocar was temporarily assigned to the Prometheus class U.S.S.DOMINANCE as part of the crew sent on a diplomatic mission to Ferenginar to negotiate with the Ferengi over their development of cloaking technology that Rocar, Hebron and McCall had discovered on a Ferengi ship earlier that year.
 
 
==the year 2380==
Following the successful completion of this mission, Rocar returns briefly to the Starbase where he studies a dangerous substance known as Jytzell fluid before once again leaving on the USS DOMINANCE for a three-month tour of duty in the Delta Quadrant.
 
 
 
 
Cleared for active duty but not for medical practice, Rocar still has to under go two hours of the punishment chip each day, though he can choose when to take his dosage. Leaving Betazed, he and Hilzarie headed out to join the USS CONSTITUTION in the Daris sector where they joined the away team that were examining the mystery of the abandoned federation colony on Daris II.
 
 
Luckily the away team were rescued just in time and returned to the Starbase. It was here that Captain Hebron personally asked Rocar to join him in permanent reassignment to the USS CONSTITUTION which they once again planned to take out on a mission of deep space exploration. Accepting, Rocar transferred out of Medical and accepted the position of Chief Science Officer and the rank of Lieutenant Commander.
 
 
Whilst onboard the USS DEFIANT 1764; Rocar team inadvertently triggered a temporal time loop by positioning a shuttle, the starship, a tractor beam and an energy transfer at the same points in subspace at three different points in time. The result was that the DEFIANT 1764 once again began to drift and Rocar, was lost in time with Ensign Dar. Luckilly, both he and the team mates on the shuttle calculated what had happened and soon repositioned everything to join up the energy transfer and complete the time loop.
 
 
 
 
 
==the year 2381==

Back on the Starbase shoreleave was announced; and Rocar spent the time buying new possession to replace those lost on the last mission. This included a brand new Ktarian grand piano! He then did some wedding planning with Gwen before they retreated for some private time on the Holodecks. Days latter they were interrupted as Rocar received a summons to a preliminary court-martial hearing for the loss of the CONSTITUTION.
 
In full dress uniform, Rocar and Hebron attended the hearing in front of three admirals and justified their choices on their last mission. Eventually aquited, the pair were given use of the experiemental ship USS DOMINANCE whilst the CONSTITUTION would spend the next 6 months being rebuilt. Rocarhad been dismissed from the end of the hearing and still wonder how Hebron managed to get them off the hook, but the Ktarian never did find out beause as he was about to ask over diner the captain received news that his wife was divorcing him.
 
 
 
 
 
 
Reuinited with himself; Rocar took some R and R time, but it soon became clear that the Ktarian was in better physical state that he had been before. Biologically his body was the most rested it had been in years; having essentially had a long sleep and rest, where as the mind was greater than it had ever been from the excperience. Feeling fine, Rocar went to the holodeck with Lt.Cmdr Sheriden and had had his first experience of earth football , and then organised a big party for all the crew in his quarters.
 
 
 
When Rocar was a Lt.Jg; Cmdr Fire-claw had been CO of the DOMINANCE and warned never to return to Corbarian space with her starship. Although not in Corbarian space, they were close and their presence and identity had been recognised. A casual warning soon turned into a confrontation when the Corbarians recognised Rocar as one of their convicts; yet realised they had no readings from the punishment chip that should have been active in his nervous system. It soon became clear that the reason Rocar had been able to perform first aid to an injured officer and had not had any punishment nightmare visions recently was since the corbarian punishment chip had de-activated when the Ktarians mind had been seized by the telepathic beings and his body died. Eager to re-activate Rocar chip; the Ktarian was forced to use the DOMINANCE in a game of Cat and Mouse with the two Corbarian ships.
 
Splitting the vessel into three sections; they confronted the two ships, irritated them by flying in close on the attack and slowly lead them to a massive Ion storm which had been detected into the area; performing what could almost be text-booked as the Rocar manouever the three parts of the DOMINANCE tricked the Corbarians into being dragged down into the vicious Ion storm whilst they escaped, reformed and proceeded to a class-M planet in the next sector to pick up the away teams and the aprehended Brikkar; time was of the essence since the Ion storm was on a direct course for that location.
 
The Vemlin were rescued, but it turned out that they were a race of Android slaves belonging to the Landaru. One of the few on the Constitution who did not regard the androids as sentient life forms, the Vemlin request federation memvbership and a court hearing was held. During this hearing Rocar presented the case against the Vemlin. The matter was resolved a little backhandedly however, the Landaru tricked into thinking the Vemlin had been destroyed whilst they were secretly moved to settle on a small planet.
Returning to the Alpha Quadrant the crew transferred back to the newly rebuilt USS Constitution and proceeded to Betazed where Rocar and Gwen were married on stardate 238107.02 and latter that year their two children Xan and Cheliz were born.
 
 
==the year 2382==
 
On Stardate 238112.27, Commander Rocar accepted a transfer back to Starfleet's  diplomatic corps. Assembling a small hand-picked crew, he and his family made boarded the [[USS RESOLUTION]] once more and headed toward their new assignment: [[Duronis II]]
 
Accepting the post of Federation Ambassador to Duronis II, Commander Rocar waited for the Laundean Prime Minister to accept his credentials. The ceremony was a little more colourful than expected when the Laundean premier's fiancee was kidnapped by a terrorist group who'd gained access to the Prime Minister's pallace by an unknown secret passage. The fact the Laundean Kidnappers knew of the passage seemed to indicate they might have ties to the former Laundean Aristocracy -royals familiar with the pallaces secret layout.
 
With the Federation having granted Assylum to the former Laundean Crown-Prince, the task ahead was difficult for Rocar. A great distrust of both him and the United Federation had already developped amongst the victorius Laundean revolutionaries. Eager to impress, Starfleet Security personnel worked allongside the Laundeans to trace the kidnappers but the Romulans were also all to eager to help.
 
Following the scuccessful locating of the Premier's fiancee, Rocar was installed as Federation Ambassador. The Ktarian's first official act was to throw an official ball, which was attended by Embassy staff as well as Laundeans, Romulans and even Zalkonians. At this event Commander Rocar was promoted to Captain in rank.
 
Following his new promotion, Captain Rocar was approached by a team of Laundean scientists. Unbeknownst to the Federation, one of the trio was infact a coven leader, sent by the Fielding Leagues' elders to mnitor the untrustworthy scientists progress as they aimed to further change the minds of the Laundean people. The team wished to run tests on the sandar,but the Laundean crafts were not ready and would delay their project for months.
 
Eager to gain diplomatic trust amongst the Laundeans, Rocar offered the services of the USS RESOLUTION. Part of the Ambassador'snew job was to ensure the success of Federation trade interests on Duronis II. With the Duronis system's sandbar preventing warp travel (except through a single narrow corridor,) it was also in Rocar's best interest to have his science teams find out what they could.
 
What ought to have been a prosperous expedition soon turned to further damaing Laundean-Federation relations when...
