Constellationite. Former Bondsman of Raja Ul'tien until an unauthorised operation was performed by Dr. Prox to save his life. After the operation, he became the bondsman to Dr Prox in accordance with Constellationite traditions. During the mission, Cmdr Ventu questioned the man without Dr Prox's knowledge. Disgraced, Cullen was freed from Prox but obtained a new position as bondsman to the First Officer of the USS Tiger.
