History

In 2375, Federation Starfleet vessel USS Voyager enters Devore space carrying Brenari refugees rescued from a freighter. The Brenari and the telepathic members of Voyager's crew hide in transporter suspension during the inspections. Voyager is able to bring the Brenari to an intermittent cyclical vortex out of Devore space.

Government

The Devore are governed by the Devore Imperium. All outsiders are referred to as "gaharey" and subject to inspection while in Devore space. They harbour a particular prejudice against telepaths, as they believe beings capable of reading minds have no concept of trust and were thus themselves untrustworthy.[2]

Alien vessels are required to comply with a strict set of imperatives while travelling through Devore Imperium space, and are subject to regular inspections by heavily-armed warships. Telepaths are especially distrusted by the Imperium, and any found within their territory are sent to detention centres, along with any individuals who may have harboured them.[3]
