These are notable general orders and regulations that are to be followed in all circumstances, by all StarFleet officers and enlisted personnel, or agents of Starfleet. To make browsing the orders and regulations easier, and for quick referene, there is an index at the bottom of the page. The index is useful to identify orders and regulations containing specific content; e.g. Orders and regulations relating to the Prime Directive.

Note: In SD 239212, Starfleet Command reorganized it's regulations and orders to organize related regulations and provide for further expansion. In the case of regulations, the previous cite is provided for ease of convience.

General Orders

General Order 1: The Prime Directive

Text

As the right of each sentient being to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the normal and healthy development of alien life and culture. Such interference includes introducing superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Starfleet personnel may not violate this Prime Directive, even to save their lives and/or their ships, unless they are acting to right an earlier violation or an accidental contamination of said culture. This directive shall take precedense over any and all other considerations short of wartime, and carries with it the highest moral obligation.

Description

The first General Order dates back to the days of United Earth. While it was presaged by events on the planet Valakis in 2151, it was drafted in 2175, but not enforced until 2190. There were 47 recognized exceptions by 2375. The following regulations deal with implementations and exceptions. In 2371, the order was amended to add "short of wartime,", removing the need for SFRC 51 §267 and SFRC 10 §147.

  • SFRC 10 §150 - Allowable communications in systems subject to Prime Directive
  • SFRC 17 §150 - Communications blanking, monitoring of FM-AM bands

General Order 2: The Excessive Force Rule

Text

No Starfleet personnel shall unnecessarily use force, either collectively or individually, against members of the United Federation of Planets, their duly authorized representatives, spokespersons, or designated leaders, or members of any sentient non-member race, for any reason whatsoever.

Description

This was passed shortly before 2186.

General Order 3: Rule of Sovereignty

Text

The sovereignty of each Federation member being respected in all things, Starfleet personnel shall observe any and all statutes, laws, ordinances, and rules of governance currently in effect within the jurisdiction of a member planet. Violators of such ordinances will be subject to such punishments or corrections as shall be determined by local governmental bodies.

  • SFRC 51 §69 - Exceptions to General Order 3 (passed as a result of things like the Edo Incident.

General Order 4: The "Don't ask, Don't Tell Tell That We Exist" Rule.

Text

If contact is made with hitherto undiscovered intelligent lifeforms, under no circumstances shall Starfleet personnel, either by word or deed, inform said lifeforms that worlds other than their own exists outside the confines of their own space.

Description

Replacing the previous General Order 4 (dealing with capital punishment for mutiny), the current General Order was passed in 2300. As it is a prime directive amplifying general order, please see Regulations under General Order 1.
