Frank was born as the youngest of three child and raised up in Los Angeles. His father is also in Starfleet and on board a vessel called USS Shenandoah. His siblings decided a civil career. His brother Robert is a lawyer, his sister Sylvya had married a bajoran farmer and lives on Bajor.
At school he was good in sports and technical things but his interest changed to science at the moment his grandfather died because of a phenomena that was unknown - until this moment. With knowledge about the phenomena he still would be alive.
