Gopa
- Created by Captain Skyfire, operated by Captain James
- Last Seen: Breaking out of the brig on StarBase 118.
- Noted Crimes: Sabotage of USS Obertha, setting temporal bomb on StarBase 118.
- Ideologies: Profit.
- History: Little is known of the space pirate Gopa, save for that she has no love lost for either Skyfire or James. Her attempts to kill both over time have been stopped, but her homicidal instincts invariably take precedence over her own safety. Her takeover of the USS Obertha ended in the cargo bay when James' strike team stopped the invasion. Her temporal bomb was defused by James and Skyfire minutes after it had caused a small time rift. It went off, but then time shifted and they had time to stop the bomb again. Since then, she has escaped from Federation custody.
Officer Dreckel

- Last Seen: 9911.30, command codes of "Officer Dreckel" used by Romulan Ambassador T'Pal to log into station computers.
- Noted Crimes: Allowing infultration by hostile force resulting in death of numerous base officers, evasion of arrest, murder of StarFleet officers.
- Ideologies: Maquis connections.
- History: "Officer Dreckel" was enlisted in StarFleet at StarBase 118 as a shuttle bay operations officer. He allowed a transportation ship which was obviously not of legal origin to enter the StarBase's ship bay, and deliver an alien artifact (actually a bomb). Officer Dreckel then dissapeared off the StarBase. He is known to be in close contact with the Maquis, possibly acting as one of their cell leaders. When StarFleet Intelligence officer attempted to arrest him, he managed to intiate a fire fight, killing a number of the arresting officers. Most recently, officer Dreckel's authorization codes were used by Romulan Ambassador T'Pal to log into StarBase 118 computers, in an attempt to steal data on the base's capabilities.
Crewman Yan

- Last Seen: 9910.09, onboard the USS Tiger.
- Noted Crimes: Attempted murder of Medical Officer Valleri Jones.
- Ideologies: Maquis connections.
- History: Crewman Yan, a Vulcan nurse, served aboard the USS Tiger as part of the skeleton crew which upkeeps the ship while in dock. During the Trill incident, while the Tiger was en route to rendevous with Trill hosts, Yan attempted to lock Jones in the cyrogenic isolation chamber. Jones was rescued and was not injured, however, Yan beamed off the Tiger. (He is assumed to have returned to the Maquis ship.) Not much more is known about Crewman Yan.
Romulan Ambassador T'Pal

- Last Seen: StarDate 9912.11, Evading arrest on StarBase 118.
- Noted Crimes: Stealing classified information on StarBase 118's shielding and weapons capabilities.
- Ideologies: Theft of StarFleet information for greater glory of the Romulan Empire.
- History: Acts as a noted Ambassador for the Romulan Empire. However, he has used his influence to gain access to classified information from StarFleet, and other powers, to relay information to the Romulan Empire. He has never been actually caught in the process of theft, and therefore cannot be charged. (This is mostly due to his position in the Romulan Empire that he cannot be implicated.)

- Ideologies: former Maquis
- History: Starfleet Intelligence has a rather large dossier on the criminal known as the Paaran. However, factual data is superceded by speculation. The Paaran is thought to be a former human Maquis member, Dr. Emelius Browne. His last associated act in Federation space was the bombing of the Andorian Embassy on Betazed on stardate 238204.05.

Russhook SSlithou
- Created by Kodiak crew
- Last Seen: Russhook is currently in the brig of the USS Triumphant.
- Noted Crimes: Fourteen years ago, he went on a serial killing spree on the planet called Hell's Gate before being captured and sentenced. Escaped to SB118 were he kidnapped Lt. Nash and beat him to a pulp. Escaped again but has since been recaptured.
- Ideologies: Until his family were cast out for his crimes, he was fiercely loyal to the Gorn Confederacy. But now he will do anything (even taking his own life) to restore his familles honour.
- Species: Gorn
- Height: 7ft 9 inches
- Appearance: Very big humanoid lizard with a mouth full of sharp teeth. Wears patch over right eye.
- Siblings: Two brothers Husshaak and Lusshook.
- Family History: Not much is known about his family. All we do know is they have ties with the Gorn Prefect Vre'Tak.It is believed that Lusshook is in charge of Vre'Taks body guards.As for the where abouts of his other brother. It is believed he is on the Klingon homeworld. But that has not been confirmed.
- Personal history: Entered the service of the Gorn Navy (Gorn space fleet is also under control of the navy). His career seemed to be going well until he met the crew of a certain star ship called USS KODIAK. Russhook had been sent to the Klingon planet of HELLS GATE. To sabotage the annual combat games held there. But thanks to the KODIAK crew he was stopped. Russhook returned to his ship in shame. But he vowed to get his revenge on the KODIAK and her crew.
- He family got his revenge when the KODIAK docked at starbase 118. He kidnapped Lt. Nicholas Nash and threatened to kill him. Unless Admiral Hollis came unarmed to him. A team led by Commander Rhys Bejain rescued Nash. Russhook had been having fun with his prisoner. Nash was in a bad way and Lt. Perkins beamed him back to the KODIAK.Angry at losing his pray. Russhook attacked Commander Rhys who fought back. In the fight Russhook lost his right eye and fled before the Bajoran could remove any other body parts.
- His family once again intervened and he was put into the service of the special Gorn ambassador. It was during the disastrous peace conference between the Tzenkethi and Gorn on DS17. That Russhook was captured by the Fedaration.Since then he has been living on a UFOP penal colony.
