The Bilarians can be described as unusual in that they are divided into basically three different groups which have little to no contact with each other. Even off world they tend to either ignore each other or avoid each other. This obvious distrust or dislike rarely escalates into conflict but has on rare occasions.

History

The Bila system is a relatively older system, the once yellow-white star now turning orange as it ages. While it has several planets, it is not a particularly resource rich system. With the nearby Saurian Empire, this species has not done much warp exploration, and lays in a very neutral region of space. The system itself holds no strategic value, and aside from a Federation survey in 2369, has very low priorities - even more so with the pull out of the USS Discovery-C until the USS Doyle-A was reassigned to the sector.

In 2392, the Bila system was again of importance when it experienced a massive rash of disasters. While it seemed that events would force the system to become uninhabitable, the crew of the USS Doyle-A were able to detect the plot (to artificially create many different volcanic and tectonic events, to force an evacuation) and helped stop it.

Government

The Bilarian people do not have a central government. Instead they have 3 major regions each with its own government. Each of these control roughly 1/3 of the planets surface and population.

Jalno Council

The Jalno Council controls most of the islands that are scattered over the two large oceans on this world. Each Island selects its own leader and the method and means by which this is done can vary greatly from island to island. So do the size and populations of these islands, from some so small their populations are less than a 1,000 people to some of the bigger islands with close to half a million people.

Movirin Monarchy

The Movirin Monarchy rules one of the two major continents on the planet. Its current head is the Empress Achmedina Movirin who rules with an iron fist. Her secret police and military police forces ensure that their is no threats to her rule or that of her family. Even now that she has reached a very old age no one, not even members of her own family would dare cross her.

Sinla Republic

The Sinla Republic controls the other major continent on the planet. This land mass is divided into areas controlled by elected governors, each responsible for the care and fair governing of their region on behalf of the people and for the people. Each of these governors work together and report to a central elected overseer who has no authority over the individual regions but is responsible for ensuring that each region works together for the good of all.

Description

They are a humanoid species with them being on average between 5'2 and 5'11 in height and 120 lbs to 175 lbs on average. Some of their people can be larger or smaller with rare cases of dwarfish and gigantism having been recorded. They tend to have lean, slim, wiry frames with very few examples of obesity. Both males and females tend to have short hair, that seems to jut up and back. They also tend to have streaks of darker or altered colored hair spaced evenly through out it.

Due to the warm temperatures most of them wear only a kilt, skirt like garment or knee length shorts. The females will also have a vest or a wrap that goes around only their upper chests under neath their arms. Decorative scarfs and necklaces are very prominent among most of the population.

All of the people from the Movirin Monarchy, even small children wear a dark reddish brown metal arm band on their upper left arm with the symbol of the royal family on it. All of the adult people from the Sinla Republic wear a white metal wrist band on their right wrists. All of the people from the islands will wear some form of jewelry or other item that has their emblem on it. Often this could be woven into the fabric of their clothes.

Physiology

As with most intelligent humanoid species they have a very complex system with specialized organs, and unique hormones, chemicals and enzymes. They are typical humanoids with most of the physical, mental and biological medical problems that seem to plague most humanoids.

Psychology

On the whole they tend to be fairly easy going, relaxed and well adjusted. However they tend to be less inclined to accept others and while this does not seem to come across as a real form of racial bigotry it does make dealing with them harder. Many experts believe this may be a result or side affect of their social development into three distinct different social groups.

Religion

There seems to be a wide range of differences between the beliefs held by the three different political groups. However the main area where they all seem to be similar is the underlying ancestor worship that is important to all of them although in different ways.

Mythology

All three regions have their own set of stories, legends and myths although a few of them do seem to have similar stories in common with the other groups.

Each of the three regions has their own unique and distinct style and system when it comes to how their society operates.

Technology

None of the three factions seem to have much in the way of a dedicated research and development system. New technologies tend to be created hap-haphazardly by inventors inspired by their own ideas and funded for the most part by their own creativity. As a whole the Biliarian people seem to be content with their current level of technology.

Economy

They have slowly been establishing off world contacts however since their are three major political divisions these agreements have been difficult to establish. Especially as they have difficulty working and talking with other species.

Military

While all three areas do maintain small military forces, this is by mutual agreement and they are used currently to patrol and protect their borders. In the past armed conflict between them resulted in numerous casualties and no real gains.

Each political faction maintains small token military forces. These forces are intended to keep the other honest and to protect their system although even they accept the fact that their destroyers and frigates would be no match for any Romulan or Saurian warships that might become aggressive.

Federation Intelligence Files

Located in proximity to that area of space close to the border to the Saurian Empire they have so far been ignored by them due to their system not being very resource rich or of any strategic value.
