In 2386, Starbase 118 saw its first major command change in two years, when Rear Admiral [[Rocar]] transferred up to become an administrative officer and Commander [[Ventu, Lily|Lily Ventu]] became the new commanding officer. StarBase 118 Operations was previously under the command of a number of captains, including most recently Captain Mal Avatar and Captain Tyr Waltas, who left the base with his primary crew aboard the [[USS Discovery-B]]. Other previous commanding officers include Captain Steve McCall, Captain Day-Van Pel Nekkar, and Fleet Captain Hebron, Captain Malcolm Lysander, Captain Ciara Randor, Captain Curtis Arvanon, and Captain Tristan Wolf (now Fleet Admiral).

StarBase 118 is located at the crossroads of the United Federation of Planets, Romulan Star Empire, and Klingon Empire (see map). Following the Shinzon Incident, the Romulan Empire remains in turmoil and although at times Federation-Romulan relations have been better, the situation still is of great concern to Starfleet. The Klingon Empire, although allied with the Federation for many years, still remains quite unpredictable. StarBase 118’s long range scanners delve deep into Romulan and Klingon space, acting as an early warning system to the Federation colonies and searching for any threat -- no matter how small.

With many new threats to Federation security emerging daily, and on many fronts and in many guises both from within and without the Federation, her crew, posted far from home must remain constantly vigilant in the ever changing social and political climate following the aftermath of the Dominion War and the Shinzon Incident.
