Following the completion of the USS Columbia’s experiment into artificial wormhole creation, the crew was immediately transferred to StarBase 118 Operations. The primary crew, under the command of Captain Mal Avatar would take command of the base’s standard operations. The Columbia, badly damaged during the experiment, would spend the next three months undergoing repairs and eventually replace the Discovery-A as the base’s primary support vehicle.

Since its construction, StarBase 118 has had a number of StarFleet administrators who have helped shape the scope of the base's mission. Most recently Captain {{n|Sal|Taybrim}} assumed command of StarBase 118 in 2392 with Lt. Commander {{n|Theo|Whittaker}} as the stations First Officer when Captain Leo Handley-Page stepped aside to take a research sabbatical. In late 2394 Commander Whittaker took the USS Columbia to the Andaris Task Force to take his own command, and Lt. Commander Taelon was promoted to station FO in 2395.
StarBase 118 Operations was previously under the command of Captain Tyr Waltas, who left the base with his primary crew aboard the Discovery-B. The base had previously been under the command of Captain Steve McCall, Captain Nekkar, and Fleet Captain Hebron. With a change in leadership, Starfleet has hopes that diplomatic ability of Captain Avatar will help return StarBase 118 to a center of trade, commerce, and goodwill rather than a battleground for warfare.
