The Legarans can be described as a reclusive race of gastropods. They generally require a viscous organic fluid environment for movement and nourishment. Though nondescript physically, they prefer to live in a pool of thick swirling ooze which is carefully maintained at a constant 150o C.

History

Ambassador Sarek of Vulcan began a dialog with the race in the 2270’s. By the 2290’s he was confident that his relationship with them would bear fruit, but felt that the Federation would have to be patient with the Legarans.

The Legarans were invited to observe initial diplomatic talks between the Federation and the Cardassian Union in 2327. These talks turned out to be a Cardassian ploy to sabotage Ambassador Sarek's negotiations with the Legarans.

In 2366 the USS Enterprise-D transported Ambassador Sarek to Legara IV to host the first meeting between the Federation and the Legarans. It was hoped that this would result in them finally signing a treaty with the Federation.

The conference was almost cancelled when it was revealed that Sarek was suffering from Bendii Syndrome, as the Legarans would not accept a new negotiator. The conference was able to go forward when Sarek performed a mind meld with Captain Jean-Luc Picard, thus gaining Picard's emotional control long enough to conclude the talks.

They finally signed a treaty with the Federation in 2368 after nearly a century of negotiations.

Government

While much is still unknown about their society it is believed that they are governed by a democratic council that provides access to the entire population details of any and all potential decisions, actions or plans. Anyone and everyone has the right to submit questions, ideas and concerns and to have them answered. Many Federation experts believe that this more than anything else may be the real reason that it took 93 years to negotiate a formal treaty with them.

Description

They are a semi-aquatic species of gastropods that require a viscous organic fluid environment for movement and nourishment. On average, a fully grown adult weights between 65 and 115 lbs. They are nondescript physically and they have a pale greenish tinge to their rather thick leathery skin.

Physiology

They live in pools of a thick viscous organic liquid that are maintained at a temperature of 150° C and they dislike bright light.

Society

The Legarans are an insular society, a reclusive species of gastropods that rarely ever leave their homeworld, one with a strict and often demanding need for precise adherence to certain protocols.

Significant work is required to prepare for their arrival, and to make them comfortable in an environment that is alien to them. Special vats are constructed for them, and are placed in rooms that have been decorated with a great deal of care. These rooms must have no furniture, no decorations and must have subdued lighting.

Culture

Legaran bodies turn orange after death. For this reason, display of the color orange is considered a grave offense. The use of furnishings and decorations are also considered taboo.

Technology

Even though they never developed a space program or any offensive or defensive technologies they have been able to create and perfect various other technologies. As a result their planetary infrastructure is an engineering marvel, including an unheard of interconnected planet wide system designed to maintain, control and adjust the content, temperature and nourishment levels amid

Economy

They are completely self-sufficient and participate in no trade of any kind. However as part of the treaty that was negotiated with the Federation a major mining operation for raw uridium has been established on the planet.

Military

They have little to no military capability. However in return for allowing the Federation to mine uridium, the Federation has accepted full responsibility for the defense and protection of their world. As a result over 50 defensive satellites have been placed in orbit around their world and are maintained and monitored from a Federation facility on the largest moon in orbit of their world.

Federation Intelligence Files

Located in proximity to that area of space claimed by the Cardassian Union, Legara IV is the homeworld of the Legaran civilization. Legara IV is rich in uridium, a resource coveted by the Cardassians.

Chon (Legaran)

Prelate Chon was a Legaran diplomat who lived in the early 24th century. Chon led the Legaran party that attended the talks between the Federation and the Cardassian Union aboard Vulcan Space Central in the year 2327.

Legaran Conference

After 93 years of preliminaries by Vulcan Ambassador Sarek, the Legarans made their first official contact with the Federation in 2366. This was during the Legaran Conference which was held aboard the USS Enterprise-D. They finally signed a treaty with the Federation in 2368 after nearly a century of negotiations.
