Javier Montanez is a 72-year-old Human engineer assigned to Starfleet R&D in Tokyo, Earth. He previously served as chief engineer of the USS Tempest and worked at Utopia Planitia Fleet Yards in the late 2370s, participating in the Emissary class project amongst others.
In 2375, while at Utopia Planitia, he met Quinn Reynolds, a teenage wunderkind whom he was not particularly fond of due to her young age and tendency to throw out wild ideas and outrageous suggestions to engineering problems.
