As far as ship technology goes we have to assume they aren't very advanced in long range weapons due to the fact that until the last forty years they were really against not being able to see the light go out in an enemy's eyes when you kill them. With them having only discovered warp fairly recently it is speculation on my part that what ever weapons and sheilding they have has been given by the Ferengi.
