<div>{{academy}}Dr. Alonzo Richter first published the Richter Scale of Cultures in 2203. Since then it has become the Federation's most important tool for determining at which point in a civilization's development the Prime Directive no longer need apply.<br />

Most first contact missions take place when a society reaches a classification of G. Exceptions include planets that do not wish contact, planets that were already contacted by non-federation agencies, and planets that were contacted before the Richter Scale was devised.<br />
<br />
The classifications in The Richter Scale of Cultures is not necessarily an in-order listing of power per se, although that usually is the case. Attributes like planetary government and non-aggressiveness are factored in.<br />

Ratings higher than our own (N) are extremely speculative since more advanced beings and races are not always forthcoming about themselves and we usually have no way of covertly or openly studying them.<br />

The Delta Quadrant is the farthest Quadrant of the Milky Way from the Alpha Quadrant. It would be located between 12 and 3 o'clock positions if the plane of the galaxy were seen as a clock face with the 6 o'clock position bisecting the Sol system. <br />

Due to the immense distance between the Alpha and Delta Quadrants (an Intrepid-class starship would take 30 years to reach the edges of the quadrant at its maximum warp velocity), very little was known about this region of space until 2371, when the starship USS Voyager was pulled into the quadrant by an alien force called the Caretaker. When contact was reestablished with the starship in 2374, hundreds of kiloquads of data on the region was received, increasing the Federation's knowledge of the quadrant immensely. <br />

The major power in the Delta Quadrant is the Borg Collective. Borg space covers over two-thirds of the quadrant in irregular arrangements, from the border with the Beta Quadrant out to the galactic rim. Other alien species that control significant areas of the quadrant include, among others, the Vidiians, the Devore, the Kazon, the Voth, the Hirogen, the Hierarchy and the Malon. Species 8472 has also established a presence in the Delta Quadrant. <br />

Most non-StarFleet individuals make the mistake of assuming that StarFleet Academy has only one campus: Earth. This is a widely held misconception on the part of the general population of the Federation mostly due to how well publicized the Academy on Earth is. The Academy, however, is actually a university of sorts, in that it has many campuses, a graduate school, and offers multiple levels of achievement akin to bachelor, masters, and doctorate degrees. It would be impractical for all students who desire to be trained as StarFleet officers to travel to Earth, considering the enormous size of the Federation. Thus, many StarBases, and member worlds have satellite campuses that range from small (on bases), to very large (like Betazed's). <br />
<br />
StarBase 118 houses a fairly large academy campus, with a number of full and part-time professors who teach courses. It also houses an interactive media library, connected with the LCARS mainframe, allowing instant access to taped lectures, media coverage of important historical events, and of course, much more.<br />
<br />
To join UFOP: StarBase 118, you do not need to have a great knowledge of the Star Trek universe, or of the profession your character will be an expert in. e.g.: If you want your character to work in the medical field, you do not need to be an expert in medicine. However it adds depth to a character if you do know the main components of a Warp Drive, or if you know when its best to use a Neural stimulator over an Alpha Wave Inducer.<br />
